When Yang Chu Yun was living in Hsiang Shan he continually went to Macao and Hong Kong and he is truly the chief contriver of this plot in which I can bear witness against him. Now upon this my examination I have stated the facts truly and precisely without any pressure put upon me and I willingly impress (upon the record) the seal of my hand. This is a true statement.

With reference to your despatch of the 31st ult. I am directed to request you to inform the Acting Viceroy that H.E. the Governor is anxious to assist in bringing to justice the perpetrators of extraditable crimes who may take refuge in this colony: but that it is necessary that the evidence to be presented here shall be given in accordance with the provisions of Sec. 3 of Ordce 23 of 1897, of which I attach a copy.
The usual assurance that no torture shall be applied to the prisoner will of course be given, and H.E. hopes that the Acting Viceroy will have no objection to an official from this colony being present at the trial, of the date of which H.E. will feel gratified if the Acting Viceroy will inform the Colonial Government.
